Reconciling Breakage & Repack

The Breakage bin should always have all positive units, while the Repack bin should always have all negative units. While the case quantity between the two bins may not be an exact match, the net value between the two bins shows the true money loss from broken cases, regardless of the packages.

IMPORTANT: No movement should ever occur between the Breakage and Repack bins. Breakage ALWAYS goes to the Breakage bin, and Repacks ALWAYS comes from the Repack bin.
